We’ve heard from folks that the final post-Ballot Resolution Meeting version of OOXML has still not been made available to national standards bodies. This would be the updated 6000+ page document that included all the edits voted on at the BRM. With such a document one could actually, for example, check correctness of the edits and ensure that changes were actually inserted.

Technical Committee 182 decided on August 30th to accept Microsoft format Office Open XML as an ISO standard. Another committee already voted against OOXML last week, but the KT 182 decision is the final vote of Poland sent to ISO on August 31th.

"Brazil, India, and China, which together count for more than a third of the world's population, all voted against Office Open XML in voting last week before the International Organization for Standardization (ISO). Russia was the only member of the so-called BRIC nations to vote in favor of ISO ratification for OOXML."

" 28 August 2007: about 20 Microsoft partners appeared in the final minutes of yesterday's working meeting at SIS (Swedish Standards Institute) and pushed through a majority for a SIS approval of Microsoft's new OOXML file format as an ISO standard."

Microsoft's plans of having its OOXML document format accepted as a national standard were thwarted by the South African Bureau of Standards in a conclusive vote against the move in a meeting yesterday.

"France has voted against adoption of Microsoft Corp.'s document format Office Open XML as an international standard, while Australia has decided to abstain..."

Microsoft is urging Indian NGOs to support OOXML (i.e. Office Open XML) format - and persuade Indian IT Secretary and the Additional Director General of the Bureau of Indian Standards with letters supporting MS’s OOXML proposal.

Polish Technical Committee no 171 has just voted 80% against the adoption OOXML as an ISO standard [PL]. It’s not the end of the game though, since committee 171 which was first planned to make the decision does not make the final decision anymore. Another committee 182 — will be voting on the same issue soon!
