Is it possible to create a new portable format, rather than free an existing one? As they say mimicry is the highest form of flattery. Perhaps there are so many pdf docs out there this is important, like the Gnu Flash project?

Yes, PDF is ubiquitous. Trying to replace it would be like trying to replace the *.doc format. So creating a free implementation of the open PDF standard is much more feasible. Mind you, PDF is similar to ODF, in terms of being implementable by pretty much anyone.
