Why are they working on a new one?

Wouldn't their efforts be better spent on improving Theora and/or Tarkin? Unless there's something Sun's not telling us (i.e. one or both really DOES infringe on software patents)? Still, if Sun can finally give us an unencumbered video codec that corporations can live with, I'm sure Xiph.org won't object.
