Quality? M$ never had any. It's the last thing on their minds.
M$ is just a thief's sack full of stolen software that they've cobbled together to resemble an operating system in order to fence it off to an unsuspecting public.
They hardly care whether it works, or not, just so long as the marks keep handing over the loot.
