THE UK UNIX USER Group may have to drop its legal challenge to Microsoft's controversial international document standard because it doesn't have the money to see it through.

At the end of April, the UK Unix and Open Systems User Group (UKUUG) applied for a judicial review of the British Standards Institution's (BSI's) decision to vote 'yes' in an international vote on whether to standardise Office Open XML (OOXML). A High Court judge threw out the application on 5 June, but UKUUG is now set to appeal that decision.

The ISO "fast track" vote on approval of Microsoft's OOXML document specification happens next Monday (2 Sep.), and news is breaking fast and furious as various countries report out early.

Microsoft's Office Open XML (OOXML) document format, which was technically approved in April as an international standard (ISO/IEC 29500), may be on its way toward surviving an appeals process -- the last challenge to its legitimacy as a standard.

The British Standards Institution (BSI) has always been one of those iconic central points of reference in British life – a kind of Big Ben for standards. But it's a little hard to square that image – perhaps hopelessly outdated – with the BSI's recent decision to vote in favour of Microsoft's OOXML document standard.

The following six questions relate to the application of the ECMA/MS-OOXML format to be accepted as an IEC/ISO standard. Unless a national standardisation body has conclusive answers to all of them, it should vote no in IEC/ISO and request that Microsoft incorporate its work on MS-OOXML into ISO/IEC 26300:2006 (Open Document Format).

The GNOME Foundation has issued a statement in response to recent accusations that it has been supporting the acceptance of Microsoft's Office Open XML format (OOXML) as an ECMA standard at the expense of the Open Document Format (ODF), the open standard used by OpenOffice.org, KOffice and other free software office applications.
