The policy requirements for the Debian GNU/Linux distribution include the structure and contents of the Debian archive, several design issues of the operating system, as well as technical requirements that each package must satisfy to be included in the distribution.
Currently, there are a large number of open bugs against debian-policy, many of which have been lingering there for many years. There are technical packages for which it's reasonable to carry wishlist bugs for features until someone has a chance to implement them. This isn't the case for Policy.
