The OSI adopted a mandate of working on Open Standards two years ago. We put forward a statement on requirements for an Open Standard which boiled down to a simple proposition: if the standard could not be implemented fully and faithfully in Open Source, the standard should never be declared nor considered open.

Just to state or perhaps even emphasise the obvious, OOXML is a very large stack of proprietary Microsoft technologies, which directly contradict and antagonise existing standards, and not by coincidence. Microsoft has always established itself separately from the rest of the industry...

Industry standards may not be open (e.g., Microsoft Word file formats) so there are reverse-engineering risks with any OSS dependent upon those standards. The MoJ preference for open standards (e.g., Open Document Format, which is now supported even by Microsoft) lessens this risk.

The (CNN) article says Microsoft is being unfairly got at because it is successful, poor Microsoft!

Industry has always depended on standards and traditional industries have built their standards as part of a slow, controlled, top-down approach to innovation. Industrial-age standards are often heavily patented, complex, and large. They can be expensive to implement and therefore are implementable only for large established firms.
