The Dutch government has set a soft deadline of April 2008 for its agencies to start using open-source software -- freely distributed programs that anyone can modify -- the Netherlands Economic Affairs Ministry said Thursday.

That article contains some serious errors, including misusing "open source" when they meant to say "open format" in one instance, and also calling Microsoft's new formats "Open Office XML" instead of the correct "Office Open XML"...
In general, they mixed up the concepts of open source and open formats, and I think Microsoft must be loving the author for helping them to muddy this debate.
