A European standards expert has defended the move to fast-track the International Organization for Standardization approval process for Microsoft's Office Open XML document standard, dismissing criticisms that the decision to do so is flawed and unfair.

The ISO "fast track" vote on approval of Microsoft's OOXML document specification happens next Monday (2 Sep.), and news is breaking fast and furious as various countries report out early.

Microsoft’s position is hardening as the ISO vote on OOXML (DIS 29500) in Geneva approaches at the end of this month. We know more clearly now how Microsoft and its proxy group, ECMA, will position Microsoft’s OOXML specification in advance of the vote. In short, Microsoft is betting that its influence with National Bodies will allow it to push through a specification which elevates its own interests over that of truly competitive, open international standards. In the end, it will be Microsoft’s own inflexibility that will be its undoing, and that undoing means knocking the OOXML out of approval for ISO status.

I’m hearing reports that people in national standards bodies are being told blatantly false information about what they can and cannot discuss during the current JTC1 Fast Track process for OOXML.

During the LinuxWorld Expo in San Francisco, I met with Bob Sutor, IBM's vice president of open source and standards. We discussed document standards and the implications of ISO's controversial decision to grant fast-track approval to Microsoft's Office Open XML (OOXML) format.

An article published last week quotes Microsoft officials who claim that IBM is solely responsible for ISO's recent decision to deny OOXML fast-track approval. IBM hasn't taken the accusations lightly.
Bob Sutor, vice president of standards and open source for IBM, has told Ars Technica "If 'business as usual' means trying to foist a rushed, technically inferior and product-specific piece of work like OOXML on the IT industry, we're proud to stand with the tens of countries and thousands of individuals who are willing to fight against such bad behavior."

Microsoft is pushing to get their new office document format, "Office Open XML" better known as OOXML, through the ISO fast track process in order to get it approved as an open standard.

Andy Updegrove has the news that South Africa has filed an official appeal, protesting the approval of OOXML, and their action means that OOXML is now in limbo until the appeal ends:SABS, the National Body member of ISO/IEC JTC1 for South Africa, has filed a formal appeal with both ISO and IEC, challenging the Fast Track adoption of OOXML.

ECMA, the international IT standards association, recently published its responses to comments of the ISO National Bodies in response to Microsoft's Office Open XML application for ISO standardization (the actual 2,293-page response is closed to the public). The ECMA proposals will be discussed at a Ballot Resolution Meeting (BRM) in Geneva after which the National Bodies may reconsider their original vote. Microsoft's responses make clear that within one year, it will have four different OOXML specifications to implement and interoperate with, and each of those specs will be closed. Under no circumstances should such a flawed specification become an international standard.
